DEVELOPMENT OF SPECIAL EDUCATION IN UKRAINE: 1991-2021
Abstract
During the period of development of independent Ukraine, the issue of education of persons
with special needs is in the focus of constant attention. For many decades, the problem of
finding effective strategies for the practical implementation of the theoretical and practical
principles of equal access to quality education for children with special needs has been in
numerous scientific and pedagogical discussions.
The purpose of the article is to briefly characterize the key aspects of the development
of education for persons with special needs in Ukraine during the period of independence.
Research methods – analysis and generalization of theoretical sources, educational regulatory
and legal framework.The issue of the prerequisites for the emergence of special education is highlighted, the
development of special education during the time of Ukraine’s independence is considered,
and the experience of organizing special education in Ukraine is analyzed. General trends and
problems in the system of special education for children and youth, features of educational
activities with children and youth with special needs in Ukraine are disclosed.
Along with this, a range of problematic issues and ways of solving them regarding psychologicalpedagogical
and correctional-developmental support of children with special needs, which
require an urgent solution, are outlined.
